Astana, 21 October. By order of the energy minister, Yernar Khassenov has been appointed chairman of the State Energy Supervision and Control Committee of the Ministry of Energy, the government press service said.

The committee monitors how energy companies prepare for winter and operate during the heating season: it checks the technical condition of plants, networks and boiler houses and investigates accidents. The appointment came at the start of the heating season, with snow already falling in the north of the country and Petropavlovsk CHP-2 having completed major repairs of its units before the frosts.

What it means: The main state energy watchdog has a new head at the moment the system must get through the winter.

Who benefits: The reliability of heat and electricity for residents depends on the committee's work, especially in cities with worn-out CHP plants; the new chairman is also responsible for making energy companies carry out repair programmes.

Background: According to the Ministry of Energy, Petropavlovsk CHP-2 completed major repairs of four boiler units and a turbine unit.
