Astana, 21 October. From 19:00 on Friday, 23 October, until midnight on 27 October it will not be possible in Kazakhstan to apply for registration of property rights, land cadastre services or technical inspection of property: the Unified State Real Estate Cadastre is moving to the QazTRF-23 state coordinate system, the Government for Citizens state corporation said.

Technical work on the cadastre's digital system and the Public Cadastral Map will take place over the weekend and public holidays. During this time electronic certificates on registered property rights will still be available through digital services, including the eGov.kz portal. The state corporation advises people to plan ahead for obtaining services.

QazTRF-23 stands for Qazaqstan Terrestrial Reference Frame 2023, Kazakhstan's terrestrial coordinate reference frame of 2023. It was established by government resolution No. 208 of 14 March 2023: the frame is fixed by points of the fundamental astronomical-geodetic and high-precision geodetic networks and replaced the 1942 coordinate system (SK-42), created in the middle of the last century. Since 1 January 2025, as the Supreme Audit Chamber reported, the new system has worked together with a network of continuously operating reference stations (CORS), ground stations for satellite navigation. According to the state corporation, the transition will make it possible to work with digital maps and spatial data using modern open satellite navigation systems.

The transition has been slow. In February MP Yekaterina Smyshlyayeva (Amanat faction) said that QazTRF-23 was being introduced piecemeal: before the switch, Almaty alone used 72 local coordinate systems at the same time, created by different organisations without a common methodology, and the new system had not been built into key state digital services. She proposed moving the cadastre and the automated information system of the state land cadastre to QazTRF-23 first of all. The reply to her request stressed that all systems would switch to the new frame at the same time and that public services would not be interrupted.

What it means: The cadastre, the state database recording who owns land and property and where their boundaries run, is being moved to the national coordinate system adopted in 2023 to replace the Soviet SK-42. During the transition, over the holiday weekend, applications for property registration will not be accepted.

Who benefits: According to the state corporation, the new system makes it possible to work with digital maps and spatial data through open satellite systems, and a single frame replaces dozens of scattered local coordinate systems. The inconvenience of the transition falls on those who planned to register a property or land deal on those days: they will be able to apply only after midnight on 27 October.

Background: Before QazTRF-23, different agencies and regions used SK-42, SK-63, WGS-84 and local coordinate systems side by side.
