Kyiv, 19 October. Ukrainian President Volodymyr Zelensky said deliveries of certain types of "vital" equipment were being held up at the Pentagon level and instructed his defence and foreign ministers and his office to urgently contact partners who could support Ukraine's air defence more quickly (RBC, RT).

"There are political agreements that have not been implemented at the working level," Zelensky wrote on Telegram. According to him, the commander-in-chief of the Ukrainian armed forces reported that on various sections of the front Starlink and Starshield terminals stop working at speeds of 130–161 km/h, which hampers logistics and the use of drones (RBC, RT).

The Kyiv Independent, as relayed by RT, reported that the US is delaying the shipment to Ukraine of a large batch of already paid-for Patriot interceptor missiles (RT). The reports contain no official comment from the Pentagon.

Background: Earlier that day, in Samarkand, US Secretary of State Marco Rubio denied that Washington had paused intelligence sharing with Ukraine and urged Zelensky to focus on ending the war (France 24).
