Aktau, 19 October. Large chunks of concrete fell overnight from the facade of an apartment block in Aktau's 8th microdistrict; according to residents, some fragments measure 30 cm or more.

The collapse happened at around one o'clock at night; no one was nearby at the time. Residents fear the next collapse could end in tragedy. "We fear for our lives. Such blocks are falling, and nobody seems to care," they say.

The building's maintenance company, Aktau-Rauan LTD LLP, said the issue of major repairs had been raised as early as 5 October: the housing inspectorate, the state architecture and construction control body and representatives of the relevant departments were invited to a meeting. The building is more than 50 years old, and its technical condition has to be surveyed before deciding what to do. The company intends to submit a request via the E-otinish portal for an inspection by a commission and to send letters to the housing inspectorate, the emergencies department and the architecture authorities so that specialists can inspect the building together.

Major repairs will require considerable funds, so residents have been asked to discuss them and consent to the work: a decision needs the consent of more than 50% of owners, and there are 75 apartments in the building. The maintenance company is now waiting to see how the requests are handled and what the survey shows.

The state architecture and construction control body checks the quality of construction and major repairs. The technical survey will show whether repairing the facade is enough or whether the building needs more serious work.

Background: Complaints about the state of buildings in Aktau are not new: residents of another apartment block previously complained about the danger of walls collapsing.
