Astana, 19 October. Leningrad Region Governor Alexander Drozdenko said at a round table in Astana that his region is the general contractor for the construction of Kazakhstan's nuclear power plant and that specialists for the plant will be trained in Leningrad Region.
"It is precisely Leningrad Region, in the Rosatom format, that is the main general contractor for the construction of the nuclear power plant in Kazakhstan, because it is the Titan-2 concern that will be the general contractor," Drozdenko said. According to him, the sides agreed to organise the training of modern-level specialists for the peaceful atom in Sosnovy Bor, the town where the Leningrad nuclear power plant stands. The governor stressed the scale and technical complexity of the work ahead.
Drozdenko also spoke about transport: Baltic ports, he said, could become a strategic hub for Kazakh exports and imports, including coal and oil, and the President of Kazakhstan has instructed that meetings be held with port owners.
The round table took place on the day Kassym-Jomart Tokayev received Drozdenko at the Akorda. Kazakhstan's trade with Leningrad Region exceeded $400 million in 2025, and the sides named nuclear energy cooperation as one of the main areas.
A general contractor is a company that answers to the client for the whole construction project and hires subcontractors itself. The governor's words mean that the main construction work at the plant will fall to Titan-2, and the training of future personnel to training facilities in Leningrad Region, home to one of Russia's largest nuclear power plants.
Background: Kazakhstan's first nuclear power plant, Balkhash, in Almaty region is due to be completed in 2035–2036; the project consortium is led by Rosatom, which became known in June 2025.
