21 October in the world: three-way talks, the Gulf and a PHP flaw

Wednesday, 21 October, began in St Petersburg, where Russian President Vladimir Putin received US Special Envoy Steve Witkoff, and ended with Witkoff's statement that the talks on Ukraine would continue three-way, with the United States, Russia and Ukraine. In the same hours people were killed in attacks on Saudi Arabia, US troops and diplomats, according to NBC and Reuters, began partly leaving the Middle East, and in Europe and Japan government websites were taken offline because of PHP vulnerabilities that artificial intelligence had helped to find.

Below is how these stories connect and what to watch next.

Ukraine: from St Petersburg to a three-way format

The day began with Witkoff's visit to Putin, and by evening Moscow said it was ready to return to three-way talks at expert level in mid-November, possibly in Abu Dhabi. Ukrainian President Volodymyr Zelensky told Fox News he was ready to freeze the front line if Ukraine kept at least 75% of its territory.

Witkoff summed up: he called the talks in Oslo and St Petersburg constructive and promised they would continue at technical level. Zelensky said Russia had agreed to a three-way meeting of delegations, and Kyiv hopes to hold it in early November; the aim is to prepare a meeting of leaders. US President Donald Trump explained that he was not imposing new sanctions on Russia because the sides were close to a deal for the first time in a long time.

According to The New York Times, as cited by RBC, in Oslo Witkoff and Kushner reproached Zelensky for his sharpness towards Trump. Poland suspended the dispatch of a large military aid package to Ukraine over the Lviv Regional Council's decision to declare 2027 the year of the UPA — Prime Minister Donald Tusk called it a "suicidal tactic" — although that same morning Poland had admitted it could not give Ukraine Patriot missiles because of its own shortage. In Kyiv, anti-corruption bodies carried out searches at addresses linked to National Bank Governor Andriy Pyshnyi.

The Middle East: strikes and drawdown

Attacks on Saudi Arabia's Eastern Province caused casualties: two people were killed after a drone was intercepted over the Shaybah oil field, and one more in an attack on Dammam airport. In the morning the coalition had reported shooting down five drones.

According to NBC, the US is scaling back its presence at bases across the region and reducing staff at diplomatic missions, as at the start of the war with Iran in February, and the State Department announced the ordered departure of non-emergency staff and their families from Saudi Arabia. An Iranian official threatened to treat US political assets and the infrastructure of countries that join a new war as legitimate targets. Diplomacy did not stop, however: Iranian Foreign Minister Abbas Araghchi said the US had accepted Iran's "seven-day plan" but was asking for additions, and Trump said he was working on a settlement together with Russia and China. In Doha, Turkey, Qatar, Pakistan and Indonesia signed the Badr defence memorandum.

Goldman Sachs calculated that average oil freight rose to $20 a barrel, against $3 a year ago, and to $35 on Middle East routes; the bank does not expect the Middle East crisis to end quickly.

Europe's energy: gas above $1,000

According to ACER, the average spot price of gas in the EU stood at €85.4 per MWh, or about $1,015 per thousand cubic metres, while underground storage is 74.62% full. Fuel in the European Union became 31.4% more expensive over the year, and gas production in Norway fell by 12.6% in September. Against this background, the first tanker with 40,000 tonnes of Russian diesel is due to leave for the US on 22 October.

Digital: a flaw found by AI

The PHP developers released emergency fixes for two critical vulnerabilities, one of which, according to OpenAI, was found by the GPT-5.6 Sol model. Government websites were taken offline as a precaution in 13 countries, including the Netherlands, Finland, France and Japan; as Kursiv notes, there were no shutdowns in Kazakhstan. On the same day the company Frenos published a study in which three leading commercial AI models drew up workable plans of attack on water and power systems in 89.5–92.9% of simulated attempts.

The two stories of one day show both sides of the technology: AI speeds up the search for flaws, but the same tool, experts say, also speeds up their exploitation.

Note. PHP is a programming language that runs the server side of a large share of websites, including those built on WordPress, Drupal and Joomla. A vulnerability in such a language is dangerous because it affects not one site but potentially every installation that handles web requests and has not yet been updated.

Politics and protests

Georgia's Constitutional Court began hearings on Georgian Dream's lawsuit to ban five opposition forces; it must deliver a ruling by 24 June 2027. UN High Commissioner for Human Rights Volker Türk expressed concern about the use of force against protesters in France, Belgium, Italy, Portugal and Albania. The US State Department said more than 300,000 visas had been revoked since Trump's return.

What next

The date of the three-way meeting of delegations has not been agreed: Moscow spoke of mid-November, while Kyiv hopes for the beginning of the month. The hearings at Georgia's Constitutional Court continue until 23 October. Israel's elections are set for 27 October, with 38 parties and blocs competing for 120 seats in parliament. Administrators of PHP sites need to install the fixes: once the fixes are published, experts say, it becomes easier for attackers to work out how the flaw worked.
