Astana, 25 October. The Ministry of Justice has begun drafting a Legal Policy Doctrine, a cross-sector document meant to guide all state bodies when writing laws, Justice Minister Yerlan Sarsembayev said in an interview with Atameken Business.
According to the minister, the doctrine will set a single standard for law-making and ensure that future laws comply with the values of the new Constitution. A working group of scholars and practising lawyers is being formed to work on it. The minister did not give a timetable for drafting or adopting the document.
What it means: After adopting the new Constitution, the government is preparing a common set of rules for how all ministries write laws.
Who benefits: Lawmakers and state bodies get a single standard. Citizens and business get more consistent laws, if the doctrine works in practice.
Background: Kazakhstan's new Constitution was adopted in a referendum on 15 March 2026; that day became Constitution Day.
