Astana, 29 October. At its meeting on 29 October the government set out the first measures to implement the President's address: a three-year moratorium on inspections of micro and small businesses from 1 January 2027, bonuses of up to 40% for district medics depending on length of service, and a plan to develop medium-sized businesses by the end of the year, the government said.
The government will consider the inspection moratorium from 1 January 2027. "Our goal is to minimise the administrative burden on entrepreneurs and rule out excessive interference in their activities," Prime Minister Olzhas Bektenov said. The Ministry of National Economy was told to draft a plan for medium-sized businesses by the end of the year: how to help small companies grow into medium ones and obtain long-term financing, including from private investment.
The pay rise for district medics ordered by the President now has a mechanism. From 1 January 2027 specialists of the district service are to receive a differentiated bonus, and taking continuous length of service into account their pay will rise by up to 40%, Health Minister Akmaral Alnazarova said. The ministries of health and finance were told to include the spending in the draft three-year budget and, together with regional administrations, to commission 70 healthcare facilities on time, including eight perinatal centres and nine multi-specialty children's hospitals.
The minimum wage will rise to 110,000 tenge from 1 January 2027, as the President announced: in the Ministry of National Economy's plan for 2027 it stands next to the moratorium on inspections of small and medium-sized businesses.
What it means: Within a day the address was broken down into orders with dates: 1 January 2027 for wages, the moratorium and medics, the end of the year for the medium-business plan, and 20 November for anti-inflation measures.
Who benefits: Small and micro businesses – three years without scheduled inspections if the moratorium is adopted. District doctors and nurses with long service – a rise of up to 40%. Workers on the minimum wage – an increase from 85,000 to 110,000 tenge.
Background: President Kassym-Jomart Tokayev delivered the address "Kazakhstan's current tasks in a new historical cycle" on 28 October. The prime minister called it "the most substantive programme document for the near future". After each address the government drafts a nationwide action plan with responsible bodies and deadlines.
We have also reported that the minimum wage will rise to 110,000 tenge – the first increase in three years, and that Akorda published the full text of the address.
