Astana, 30 October. Ansar Aidarov, until now the company’s chief investment officer, has been appointed chairman of the management board of Samruk-Energo; the decision was taken by the board of Samruk-Kazyna, whose head Nurlan Zhakupov, introducing him to staff, demanded strict adherence to the deadlines of key investment projects and timely commissioning of power plants, the fund said.
Ansar Aidarov was born on 24 April 1986. He graduated from al-Farabi Kazakh National University in international relations (2008), the D. Kunayev Eurasian Law Academy with a master’s degree in law (2012) and the Humanitarian-Technical Academy in economics and business (2013). In 2009–2011 he was executive director of Aiti enterprise LLP and in 2012–2013 managing director for business development at Tekhin Mobil LLP. He has worked in the Samruk-Kazyna group since 2013: until 2020 as managing director and then general director of Energiya Semirechya LLP, from 2020 to 2023 as head of Samruk-Energo’s project office, and since 2023 as chief investment officer.
Energiya Semirechya is a Samruk-Energo subsidiary that, together with China’s Power China, built a 60 MW wind farm in the Shelek corridor of Almaty region: 24 turbines, 37.4 billion tenge, commissioned in September 2022. The companies later agreed to expand the farm to 810 MW.
What it means: After the previous head was dismissed for slow investment projects, the company is now led by the person who has been responsible for its investments for the past three years.
Who benefits: The fund and the government gain a chief who knows the projects from the inside and needs no time to settle in. Consumers gain if the commissioning of power plants, whose shortage the President spoke about, speeds up. Whether the appointment changes deadlines will be seen in the next capacity commissionings.
Background: Kairat Maksutov, who had led Samruk-Energo since June 2023, was dismissed on 28 October, the day of the Address, for unsatisfactory progress on strategic investment projects. In the Address the President criticised missed deadlines in building energy facilities. Samruk-Energo is the energy holding of the Samruk-Kazyna fund: power plants, coal mining and distribution networks.
We have also reported that Samruk-Energo head Kairat Maksutov was removed on the day of the Address.
