Astana, 28 October. Vice President of Kazakhstan Yerlan Karin met the leaders of Kurultai factions to discuss legislative support for the initiatives the President set out in his address, the Kazinform agency reported.
According to Karin, the tasks of "People's Construction", closely linked to developing a "people's digital economy", ran through the entire address, and the state is focusing on renewing all civil infrastructure and consistently resolving accumulated systemic problems. Earlier in the day Karin called the address an example of history being made by strategic decisions taken in time.
The Kurultai has much work ahead after the address. The President proposed that deputies and the government discuss a new moratorium on small business inspections and a higher tax rate for owners of large fortunes, ordered a new Civil Code to be adopted by the end of next year, and amendments to the constitutional law on Alatau, including an investment court, to be submitted by the end of January 2027.
What it means: Straight after the address, the executive began agreeing a legislative plan with Kurultai factions: many of the President's instructions require new laws or amendments.
Who benefits: Factions, which take part in drafting laws from the outset. The government, which gains a more predictable passage for its bills.
Background: In established practice, instructions from the annual address are then set out in a national action plan with specific deadlines and responsible agencies, and some of them in bills.
We have also reported that a moratorium on business inspections may return after a three-year break.
