Ankara, 29 October. Uzbek President Shavkat Mirziyoyev and Turkish President Recep Tayyip Erdogan, after talks in Ankara, signed an agreement establishing a High-Level Council for Business Support and four more intergovernmental documents, the Uzbek president’s press service said.
The package included a protocol expanding the list of goods under the Preferential Trade Agreement, an intergovernmental agreement on social security and an administrative arrangement for its implementation, and an additional protocol to the 2022 arrangement on advance exchange of information on goods and vehicles crossing the border. According to Anadolu, five agreements were signed in all. A social security agreement usually sets out how work experience is counted and pensions and benefits are paid to citizens of one country working in the other; details of the document have not been published.
During the talks the leaders noted growth in trade, investment, joint ventures and flights, and agreed to prepare carefully for the next meeting of the intergovernmental commission. Mirziyoyev congratulated the Turkish people on Republic Day, which Turkey marked on 29 October. The same day the Uzbek president received the chairman of Anadolu Group, Kamilhan Suleyman Yazici: they discussed upgrading the SamAuto car plant in Samarkand, the entry of a large Turkish retail chain into Uzbekistan and meat and dairy production. With OYAK chief executive Murat Yalcintas he discussed projects in chemicals, geology and housing construction in New Tashkent.
Mirziyoyev’s visit coincided with the 13th summit of the Organization of Turkic States (OTS), held in Ankara on 29–30 October; President Kassym-Jomart Tokayev of Kazakhstan is also taking part.
What it means: Uzbekistan and Turkey are signing a package of top-level agreements for the second time in nine months: in January they agreed on the framework of a strategic partnership, now on concrete mechanisms for business and the social rights of citizens.
Who benefits: Uzbek exporters gain a longer list of goods with reduced duties on the Turkish market. Citizens of the two countries working in each other’s country gain the social security agreement. The Turkish companies Anadolu Group and OYAK gain new projects in Uzbekistan.
Background: In January 2026, at a meeting of the High-Level Strategic Cooperation Council in Ankara, the two sides set the goal of raising trade to 5 billion dollars and signed agreements on mining, transport corridors and special economic zones. Kazakhstan, at talks between Tokayev and Erdogan on 28 October, agreed on a target of 15 billion dollars in trade with Turkey.
We have also reported that Erdogan and Tokayev agreed to raise trade to 15 billion dollars and that the summit of Turkic states opened in Ankara.
