From 14 October Ukrainian military personnel reported restrictions on Starshield, the military version of Starlink; according to Meduza, some combat missions failed because of them.

On 16 October Zelensky said Starlink had not been switched off but its speed had been reduced, and that the previous level has not yet been fully restored. Trump rejected any involvement the same day, said he did not think Elon Musk was involved either, and added that, as he put it, everything was working as usual in the morning.

The accounts differ. Reuters sources say the White House ordered the restriction, without saying who exactly. A senior official told Axios the White House was not involved; two officials told CNN the order did not come from Trump. According to the Telegraph, Musk himself suggested to Trump that the service be slowed down. Musk wrote on X that speed and usage limits are determined by the US military and ultimately the president.
