Astana, 30 October. Six foreign companies of the KazMunayGas group — five in the Netherlands and one apparently in the UAE — have been included by government resolution in the list of strategically significant economic assets subject to state ownership monitoring, Kursiv reports.
The list includes KMG International N.V. (Netherlands), which owns the Petromidia and Vega refineries in Romania and the Rompetrol filling station network; the financial holding Coöperatieve KMG EP U.A.; KazMunaiGaz PKI Finance B.V., through which KMG holds a stake in PetroKazakhstan Inc.; KMG EP Energy FZCO; the financial holding KMG EP Netherlands Energy Coöperatief U.A.; and Cooperatieve KazMunaiGaz U.A., through which KMG manages, among others, KMG Kashagan B.V. with a 16.88% stake in the Kashagan project.
State ownership monitoring means that the state regularly receives information on the owners, property and transactions of these companies. What prompted the government to expand the list is not explained in the sources.
What it means: The foreign holdings through which KMG owns its Kashagan stake, the Romanian refineries and its stake in PetroKazakhstan have come under state ownership monitoring.
Who benefits: The state gains information on the national company’s key foreign assets and transactions with them. For KMG it means additional reporting on these companies.
Background: The list of strategically significant sectors is kept by the government: it includes enterprises whose transactions may affect national security. KMG International (formerly The Rompetrol Group) has belonged to KMG since 2007; shares in its Romanian subsidiary Rompetrol Rafinare rose in 2026 on higher refining margins.
We have also reported that KMG is bringing in Exolum, the fuel operator at Charles de Gaulle airport.
