Astana, 3 November. The government, chaired by Olzhas Bektenov, approved the draft National Action Plan for implementing the President’s Address: it contains 96 measures in 12 areas, the government reported.
The plan was presented by Deputy Prime Minister and National Economy Minister Serik Zhumangarin. At its centre is the “Khalyktyk Kurylys” (“People’s Construction”) programme: about 6.5 trillion tenge from the National Fund will go to the main social and infrastructure projects. The plan covers modernising housing and utilities, house building, and supplying villages with drinking water and gas. For transport it names dates: new airports in Zaisan, Katon-Karagai and Kenderli will open in May 2027, construction of a second airport in Astana will begin in June, and the Bakhty – Ayagoz railway is to be finished by the end of 2027. Roads, including Aral – Caspian and Kokshetau – Petropavlovsk, will continue to be built and rebuilt, and in the final stage all road border crossings will be rebuilt.
The social block includes raising the minimum wage from 85,000 to 110,000 tenge, differentiated allowances for primary-care district specialists, a pilot of a new digital approach to assessing family welfare by the end of the year, and cutting the reporting load on teachers. For small business a plan for developing mid-sized enterprise is due by the end of the year, and a decision on whether a three-year moratorium on inspections of micro and small business is appropriate, Zhumangarin said, is still to be made. For agriculture the plan provides long-term financing and a single water-resources information system.
Bektenov told ministries to submit draft laws to the Kurultai on time and to work out the financing of each item carefully, and told regional governors to build infrastructure and social facilities well and to use water resources efficiently.
What it means: The Address has been turned into a list of 96 measures with dates and an amount: from raising the minimum wage to 110,000 tenge to 6.5 trillion tenge from the National Fund for construction. The government approved the draft; how it will be finally adopted is not stated.
Who benefits: Workers on the minimum wage, district medical staff, teachers, residents of regions where airports, roads and gas lines will be built, and builders: the programme calls for domestic materials. The prime minister ordered the financing of each item to be worked out separately, so the sources for all measures are not yet confirmed.
Background: President Kassym-Jomart Tokayev delivered his Address to the nation in late October 2026; raising the minimum wage to 110,000 tenge is named in its text.
