Astana, 4 November, . Yulia Ovechkina has been appointed chair of the Child Rights Protection Committee of the Ministry of Education, the government press service said: she was appointed by order of the education minister.
Ovechkina was born in 1992 in Turkistan region, graduated from Al-Farabi Kazakh National University and Amanzholov East Kazakhstan University, and has been a member of the Presidential Youth Personnel Reserve since 2019. She began her career in 2014 in Ridder’s education system, in 2017–2020 headed the guardianship and child rights protection sector of the Ust-Kamenogorsk education department, and from 2020 worked as deputy chair of this committee, first at the Ministry of Education and Science and since 2022 at the Ministry of Education. Before this, as prokadry.kz reported, she had been acting chair.
The Ministry of Education’s committee deals with the protection of children’s rights. Ovechkina has spoken publicly about its work: in January 2025 she told the 24KZ channel about the introduction of the institution of professional foster families for children left without parental care, and in June 2026, as deputy chair, she welcomed the Constitutional Court’s decision to strike down a norm requiring both parents to pay for a private bailiff’s services after divorce: in her words, the state must ensure a parent’s right to care for a child.
What it means: The Child Rights Protection Committee has a permanent chair instead of an acting one: an employee who has worked in the committee since 2020 has been appointed.
