Astana, 2 November. The Central Election Commission has registered 10,971 candidates for maslikhat deputies: 1,219 people on 99 party lists and 9,752 in 3,113 single-member districts, commission chairman Nurlan Abdirov said at a briefing on 2 November (Zakon.kz).
The figures are as of 18:00 on 1 November, when registration closed. Abdirov put competition at three people per seat; the share of women and young people in party lists together is 43.2%. There are 3,447 deputies to elect in 228 maslikhats, and voting is set for 29 November.
At its meeting the commission drew lots for the order of parties on the ballot: Auyl, the National Social Democratic Party, the People’s Party of Kazakhstan, Respublica, Ak Zhol, Baitak and Adilet. The commission explained that parties did not field lists in every region: if there is no list in a region, the party’s name is not on the ballot there. A5 ballots for maslikhats of different levels will be of different colours; for Astana, regions and cities of national significance they are blue for party lists and green for single-member districts, and both carry an “Against all” line, Vlast reports. In Astana the lists of all seven parties were registered, Baq.kz notes.
The election has been allocated 35.8 billion tenge, commission member Mikhail Bortnik said: about 70% of that sum, roughly 25.1 billion tenge, will go to pay members of election commissions. In his words, the election is comparable in scale to the August election to the Kurultai. Results are due no later than 3 December, Bes.media specifies.
What it means: Lots were drawn, and Adilet ended up seventh and last on the ballot. For each of the 3,447 seats there are on average three candidates, and the campaign will cost the budget 35.8 billion tenge.
Background: The election is early: on 12 October the President terminated the powers of maslikhats at all levels by decree.
We have also reported that campaigning for the maslikhats has started from 1 November.
