Astana, 2 November. The Ministry of Finance has raised the amount at which receipts on a personal account may attract the tax service’s attention, from 1,020,000 to 1,557,000 tenge over three months, according to Finance Minister’s order No. 718 of 23 October 2026, Digital Business writes.

The threshold used to equal 12 minimum wages: 12 × 85,000 tenge = 1,020,000 tenge. Now it is counted in monthly calculation indices (MCI), 360 MCI; with the 2026 MCI of 4,325 tenge that gives 1,557,000 tenge, mybuh.kz calculated. The threshold rose by 537 thousand tenge, about 53%. The threshold rose by 537 thousand tenge, while the number of senders stayed the same: a hundred. The second condition has not changed: receipts from 100 or more different people in each of three consecutive months, Ulysmedia notes.

Publications differ on timing. Ulysmedia and Qaz365 give 10 November 2026 as the date of entry into force, while Novy Vestnik gives 11 November, ten days after official publication of the order. The exact date is determined by the text of the order and the date of its publication.

The transfers themselves are not taxed. The State Revenue Committee has explained that what matters is the purpose of the money: payment for goods sold, work or services counts as income, while gifts and personal transfers between relatives do not, Ulysmedia recalls. The Finance Ministry earlier explained that meeting the control criteria is not in itself grounds for blocking outgoing operations, Informburo writes; exceeding the threshold does not mean automatic taxes or fines, Qaz365 specifies.

What it means: The threshold rose by 53% because of the new basis of calculation: the monthly calculation index replaced the minimum wage. The conditions remain the same: a hundred senders, three months, and the tax decision depends on the purpose of payment.

Background: The criterion with an amount has applied since 1 January 2026, when banks began passing this information to the tax authorities quarterly; the Finance Ministry, as outlets report, introduced the monetary threshold by order No. 698 of 12 November 2025.
