Astana, 3 November. The Kurultai will consider in first reading on 4 November at 10:00 a draft of amendments on veterinary matters initiated by deputies, the parliament reported.

The agenda includes a bill ratifying the Loan Agreement (Ordinary Operations) between Kazakhstan and the Asian Development Bank for the Fiscal Management and Financial Sector Reforms Programme (Subprogramme 2). Separately, information on Kurultai hearings on “Digital transformation of real-sector industries within the Year of Digitalisation and Artificial Intelligence” will be heard. The session can be watched on quryltai.kz and on the Kurultai YouTube channel.

Press briefings are planned after the session: on veterinary matters Vice Minister of Agriculture Yermek Kenzhekhanuly, deputy Serik Yegizbayev and Bota Yeleusizova, head of the working group, will speak; on the ADB agreement, Finance Minister Madi Takiyev and deputy Kairat Aituganov, head of the working group. The government invited journalists the same day at 11:00 to a press conference on developing the real sector of the economy under the Address’s instructions: First Deputy Prime Minister Nurlybek Nalibayev, ministers Yerlan Akkenzhenov and Yersayin Nagaspayev and KazAvtoZhol chairman Darkhan Imanashev will speak.

What it means: The day promises two storylines: deputies’ veterinary amendments and the ADB loan in the Kurultai, and a talk about the real sector in the government. The announcements do not disclose the loan amount or the content of the amendments.

Who benefits: Deputies who initiated the veterinary amendments and the farmers they are meant for, and the budget, if the loan is ratified; the loan terms are not stated in the announcement.

Background: On 3 November, at an extended meeting of the committee on agrarian issues, ecology and natural resources, the Kurultai discussed the Address’s tasks on agriculture, water resources and ecology.
