Astana, 15 October. Otbasy Bank has launched a new mortgage lending mechanism together with developers: from 15 October clients can obtain an interim housing loan without waiting for the deposit's assessment score to reach five, that is, without waiting six months. The mechanism applies to flats bought from partner developers.
Under the standard rules, an interim loan requires a deposit of 50% of the loan amount and an assessment score of at least 5, which usually takes at least six months. Under the new mechanism the assessment score requirement is waived, but the 50% savings condition remains. The buyer must also choose a flat from a participating developer and obtain confirmation of the reservation.
The mechanism has been launched with the developers BI Group, SAT NS and QazaqStroy; BI Group joined first, with 600 flats in four cities. The waiver of the waiting period does not apply to all flats of these developers.
The initial rate on the interim loan is 8.5% a year (annual effective rate 9–9.6%); after switching to a housing loan it can fall to 3.5–5%.
For participants of the Nauryz programme who received loan approval in spring but have not yet chosen a flat, the bank has extended the deadline: instead of 12 November 2026 they can complete the paperwork by 30 December 2026. There are about two thousand such participants.
