Astana, 5 November, . The Ministry of Transport is expanding the network of toll roads: the reconstructed Aktobe — Kandyagash section from kilometre 11 to kilometre 100 will join the paid Kandyagash — Makat route, the ministry said.

The charge will be differentiated. From kilometre 11 to kilometre 87, that is over 76 kilometres, travel will be paid for all kinds of vehicles, including cars. On the section from kilometre 87 to kilometre 100 and on the rest of the Kandyagash — Makat route, only buses and trucks will pay. The price depends on the distance travelled, the vehicle category, its load capacity and the method of payment.

Discounted passes are provided for residents of nearby districts. Owners of local cars will be able to buy an annual pass for 1 MCI, while owners of local buses and trucks will pay from 1 to 5 MCI a month or from 12 to 60 MCI a year, depending on category. The monthly calculation index in 2026 is 4,325 tenge, so an annual pass for a local car costs 4,325 tenge, and the annual charge for local buses and trucks is from 51,900 to 259,500 tenge. The money collected will go to the maintenance and repair of road infrastructure and to buying special equipment. The changes have been made to the Ministry of Transport’s order and take effect 10 calendar days after its first official publication; the ministry did not name the publication date.

What it means: It is the reconstructed section that becomes paid, and for cars the charge covers 76 kilometres out of 89, while on the rest of the route only buses and trucks will pay. The ministry gave no per-kilometre tariffs in tenge.

Who benefits: According to the ministry, the money collected goes to road maintenance and special equipment; local residents get discounted passes. The ministry did not say who else gains from the specific scheme.

Background: The monthly calculation index (MCI, “МРП”) is the base unit through which laws express fines, benefits, tax deductions and payments; its size is set each year by the law on the republican budget. A differentiated charge is a tariff that varies with distance, vehicle category and payment method rather than being the same for everyone.

We have also reported that toll road fares will rise by up to 30% for cars and up to 50% for trucks.
