Astana, 5 November, . Deputy Prime Minister Kanat Bozumbayev held talks and an investment round table on Alatau City in Berlin: 11 agreements were signed at the Berlin stage of the road show, the Government said.
He discussed attracting German investment and technology into industry, energy, construction and urban infrastructure. With Levin Holle, adviser to the Federal Chancellor on international economic policy, he discussed creating a Kazakh–German investment and financial platform, which Tokayev proposed during his visit to Germany in September 2026. Infrastructure and industrial projects of Alatau City were proposed as pilots. With Olaf Joachim, state secretary of the housing, urban development and construction ministry, they discussed construction technology and energy-efficient solutions, and with Günter Krichbaum, minister of state for Europe at the Foreign Ministry, the bilateral economy.
The main event was the Alatau City Investment Round Table, held with the Eastern Committee of German Business and the Federation of German Industries, BDI. Bozumbayev presented the city’s special legal regime with investor protection and investment preferences. With BDI board member Wolfgang Niedermark they discussed German companies’ participation in the Roadmap of industrial, technological and raw materials cooperation for 2026–2028 and placing new production in the city. With representatives of Henkel, SVEVIND Energy, Textima, dena and other companies they talked about localisation, energy and water infrastructure, mechanical engineering and a multi-profile medical centre.
The signed agreements concern industry, mechanical engineering, construction, medical infrastructure, urban security and unmanned technologies. The road show continues in Frankfurt am Main: meetings with banks and financial institutions and a round table on financing the city’s projects.
What it means: Berlin produced a list of intentions, not money: the Government did not disclose sums for the 11 agreements or the signatories other than the companies that took part in the talks. The main question, financing, has been moved to Frankfurt.
Who benefits: Alatau City, which needs German investment and technology, and German companies, for whom the city offers a special legal regime and preferences. Which companies signed the agreements is unknown.
Background: Alatau City is a city being built in Almaty region; a special legal regime applies to it. A road show is a series of meetings with investors in several cities. A round table is a format of talks without a rigid procedure where all participants are equal. BDI is the largest union of German industry. Localisation of production is moving output to the buyer’s country.
