Astana, November 7. Kazakhstan and Tajikistan exchanged 14 intergovernmental and interagency documents, from an agreement on training personnel for Tajikistan’s border troops to a memorandum on artificial intelligence, according to the Akorda’s list.

The documents were exchanged in the presence of Tokayev and Rahmon. In trade and industry these are the roadmap for increasing trade turnover through 2030 and an industry cooperation plan for 2027 between Kazakhstan’s Ministry of Industry and Construction and Tajikistan’s Ministry of Industry and New Technologies. In agriculture, a cooperation roadmap for 2027–2028 between the agriculture ministries.

In energy, two documents were signed: an agreement on cooperation in the electric power industry and a framework agreement on oil product supplies between the energy ministries. Another agreement concerns the mining and mining-and-metallurgical industries: it develops long-term cooperation in projects in these sectors.

The digital part consists of two memorandums. Kazakhstan’s Ministry of Artificial Intelligence and Digital Development signed a memorandum on cooperation in artificial intelligence with the Agency for Innovation and Digital Technologies under the president of Tajikistan. With the same Tajik agency, the Ministry of Trade and Integration concluded a memorandum on developing e-commerce.

The remaining documents concern state agencies and the social sphere. The governments signed an agreement on training personnel for the Border Troops of Tajikistan’s State Committee for National Security. The prosecutors general’s offices of the two countries concluded a partnership memorandum, and Kazakhstan’s Agency for Civil Service Affairs and Tajikistan’s Agency for State Financial Control and Anti-Corruption signed a memorandum of understanding. Kazakhstan’s Ministry of Labour and Social Protection and the Social Insurance and Pension Agency under the Tajik government agreed to exchange information on pension provision, and the health ministries agreed on cooperation in health care. The Kazakh president’s Teleradiocomplex and the Committee for Television and Radio under the Tajik government signed a cooperation memorandum.

What it means: Of the 14 documents, six are plans and agreements between sectoral ministries: trade, industry, agriculture, energy, mining and oil products. Two concern artificial intelligence and e-commerce, and the remaining six involve security and social agencies and television. The Akorda uses the word “exchanged”; the texts of the documents have not been published, so deadlines, sums and the sides’ obligations in them are not yet known.

Background: A memorandum is a document of intent, a roadmap is a list of steps with deadlines, and a framework agreement sets general terms on the basis of which specific contracts are concluded later. The framework agreement on oil product supplies was signed by the energy ministries of the two countries.
