The conference takes place at the Antalya Expo Center, according to the page of the UN Framework Convention on Climate Change. Türkiye is the host, and its Minister of Environment, Urbanisation and Climate Change, Murat Kurum, is the conference president. Australia leads the negotiations: under the agreement reached at COP30, Australia’s Minister for Climate Change and Energy, Chris Bowen, became President of Negotiations with exclusive authority to run them, Australia’s foreign ministry said. The leaders’ summit takes place on November 11 and 12, a specialist outlet notes.
The business programme of Kazakhstan’s pavilion is put together by Zhasyl Damu JSC with the support of the Ministry of Ecology and Natural Resources. Besides discussions, the signing of about 28 documents is being worked out, including 19 memoranda, as well as cooperation agreements and contracts; the preliminary list covers, among other areas, meteorology, the organisers said. Kazakhstan discussed preparations with the host. Minister of Ecology and Natural Resources Alibek Kuantyrov met Murat Kurum in Ankara and backed the priorities of Türkiye’s presidency, notably initiatives to reduce waste. Kurum thanked Kazakhstan for its support in preparing for the conference, the report on the meeting says.
What it means: For Kazakhstan, COP31 is above all a platform for a business programme: 36 events and a package of about 28 documents, 19 of them memoranda. The conference’s main decisions are taken by the negotiating parties under Australia’s lead, while the host, Türkiye, is responsible for the leaders’ summit, the action agenda and the organisation.
Who benefits: Kazakh participants looking for partners and cooperation agreements: according to the organisers, the pavilion’s programme includes the signing of about 28 documents. Türkiye as host: according to Culture and Tourism Minister Mehmet Nuri Ersoy, a congress and exhibition centre is planned on the EXPO grounds in Antalya after COP31, a specialist portal reported.
Background: The UN Framework Convention on Climate Change (UNFCCC) is a treaty agreed in Rio de Janeiro in 1992 that became the basis for later climate agreements; the Conferences of the Parties (COP) are held every year. The previous one, COP30, took place in Belém, Brazil, in 2025.
