Business must stop being “harassed” over “formal grounds” — Kazakhstan's prime minister

Inspectors must not have the opportunity to hold business liable on formal grounds. This, as VRKNews.kz reports, was stated on 8 July at a government meeting by Prime Minister of Kazakhstan Alikhan Smailov.

National Economy Minister Alibek Kuantyrov told the government meeting that an analysis of regulatory acts in the spheres of catering, trade, accommodation services, transport and agriculture had revealed a number of excessive and mutually duplicating requirements that did not meet basic conditions.

In the coming months an analysis is also planned in six more areas: information and communications, computer programming, real estate operations, warehousing, mining and pipeline transport activities.

To this the head of government Alikhan Smailov remarked that very many formal requirements are now imposed on business that could be abolished without harming proper oversight.

In the prime minister's view, the existence of such formal requirements harms the business climate in Kazakhstan, so work must be done to cut at least a third of the regulatory acts in national legislation.

“The head of state has set us the task of giving business more freedom. This is one of the Government's main areas of work in forming the new economic policy. Inspecting bodies must not have the possibility of holding business liable on formal grounds. However, to date state bodies have done unsatisfactory work,” Alikhan Smailov said.

In this connection the head of the Cabinet instructed the relevant bodies to step up work on clearing Kazakhstan's legal framework of excessive requirements on business by reviewing and cutting them.

Alikhan Smailov also approved the approaches of the Ministry of Digital Development, Innovation and Aerospace Industry to creating an automated risk management system for state control and supervision.

“Inspecting agencies should respond when there are high risks of violations. Reducing the administrative burden on business and launching a risk management system are basic steps in the reform under way. I remind the heads of central state bodies once again of their personal responsibility for the results of this work,” the head of government concluded.
